William (Bill) Evans, Jr., 77, of Frostburg, passed away peacefully Tuesday, April 9, 2024, at his home, surrounded by family.
Born October 4, 1946, to Marguerite (Whetstone) and William Evans, Sr., he was preceded in death by his parents and a brother, David Lee Evans.
William was a graduate of Beall High School, after which he worked at the Kelly and Langley’s Auto before serving in the U.S. Army as a Military Police Officer for 3 years, during which he was stationed in Germany and Italy.
William joined the Frostburg City Police Department as a police officer in 1972, rose through the ranks, was appointed Chief of Police by the Mayor and City Council in 1995, and retired in 2010. He was a 1982 graduate of the FBI National Academy in Quantico, Virginia.
Having an unmatched work ethic and disliking the slower pace of retirement, retired Chief Evans began a new career as a bailiff at the District Court of Maryland in Cumberland, where he worked full-time for 13 years.
In total, he provided 54 years of government service.
Surviving are his wife of 56 years, Vicky Evans; daughters, Whitney Costello and husband Nicholas (Frostburg), and Leslie Pace and husband Michael (Castle Rock, CO); and granddaughters, Alexis Gaughan (Morgantown, WV) and Kenly Pace (Castle Rock, CO); and sister, Cathy McKillip and husband Ronald (New Florence, PA).
He was a member and Past Treasurer of Mountain Lodge No. 99 A.F. & A.M., a 32° member of the Cumberland Scottish Rite, and a member of Fraternal Order of Police Lodge 90. He enjoyed fishing and golfing, having regularly golfed at Maplehurst Country Club and Rocky Gap for many years.
During his career, he always went above and beyond to serve others, and he mentored many young police officers and community members. Though he truly enjoyed his work, he loved his family more than anything else, especially his wife, his daughters, and his granddaughters.
William will be cremated in accordance with his wishes.
Family and Friends will be received at Durst Funeral Home, 57 Frost Avenue, Frostburg on Friday, April 12, 2024, from 5 P.M. to 8 P.M. and again on Saturday, April 13, 2024, from 11 A.M. to 12 Noon.
A funeral service will be held at Durst Funeral Home on Saturday, April 13, 2024, at 12 Noon with Rev. Jim Jefferies officiating.
A Masonic Memorial Service will be held on Friday, April 12, 2024, at 7:00 p.m. at Durst Funeral Home.
The family wishes to thank Dr. Sylwia Brooks and the WVU Medicine team and UPMC Home Hospice Services for William’s care, as well as neighbor Debbie Johnson, who spent a great deal of time helping William and his family during his time on home hospice. William was very grateful to his daughter, Whitney, who stayed with him in the hospital and provided him with 24/7 care at home, which allowed for him to be home during his last days.
